NYS traffic ticket lowering to unsafe operation with no points?

Hi i was reading online and i saw in numerous post that in nj you can speak to a prosecutor before you see the judge to ask for a no points fine and just pay. you can do this like 3 times in 5 yrs. I was wondering if they had that for new york city? thanks
