My freind bought a car and got ripped off what can she do???

my friend bought a car with her new boyfriend of about 2 months .They were sup post to both pay 600$ and get the car in both of there names ....well, later on she found some paper work that the car only cost 700$ and that it is only in his name and after having the car for 2 weeks she is not allowed to drive the car at all ,he don't care its in his name and that it is his car,shut up.......is there anything she can do???
