Why is there a difference in humidity?

I have been to Florida where if you go outside your shirt sticks to you within minutes and you cannot get your clothes dry. I have been to Teresina Piaui in Brazil which is 5 degrees south of the Equator and have seen 90% humidity but shirts do not stick, clothes actually dry all the way. You do not feel sticky either. Why is that?
